Maharashtra, led by Chief Minister Devendra Fadnavis, announced record-breaking investment commitments at the World Economic Forum (WEF) in Davos. The state signed MoUs worth 14.5 lakh crore (159 billion) on the first day, surpassing the previous year. These obligations include infrastructure, production, technology, and renewable energy. They are seeking to increase the economic growth, provide employment, and make Maharashtra a worldwide investment centre. The news is a reminder of India's growing popularity in the global market. Among the factors that attract international capital, Fadnavis cited reforms that facilitate business and the state's strategic position.

Urban Infrastructure and Logistics Dominate Maharashtra’s Record WEF Investment Commitments

The highest percentage of Maharashtra's investment commitment of 14.5 lakh crore, announced at the WEF in Davos, was for urban infrastructure and logistics. This highlights the state's emphasis on massive urbanisation and supply chain growth. The inflows were made through a significant part of the Mumbai Metropolitan Region Development Authority (MMRDA). MMRDA entered into MoUs with international and local investors totalling approximately 11 lakh crores, including Brookfield, Sumitomo Realty, K. Raheja Group, Alta Capital, and Panchshil Realty. These transactions are based on city infrastructure and real estate. Great engagements were also made in the logistics sector. SBG Group committed investments worth approximately 3.2 lakh crore. Other investments included 1 lakh crore spent by Lodha Group on data centre infrastructure, 1.1 lakh crore by ArcelorMittal on environmentally friendly steel production, and 4,000 crore by Yogi Green Energy on renewable energy. On the first day, state officials indicated that the 19 MoUs signed will result in over 15 lakh jobs in the sectors.

Maharashtra Outpaces Other Indian States in Securing WEF Investment Commitments

Maharashtra has become the obvious leader among Indian states in investment commitments at the WEF, considerably ahead of its counterparts in terms of size and deal conversion rate. The state signed MoUs valued at 14.5 lakh crore on the first day of the WEF 2026 annual meeting, which is way higher than those of other states present at the event, such as Telangana, Andhra Pradesh, Kerala, Assam, and Uttar Pradesh. Devendra Fadnavis, Chief Minister of Maharashtra, has stated that it is not only the size of the commitments that make Maharashtra strong but also its execution. The MoU conversion rate in the state is 55-60, which is against the national average of somewhere 35. MoUs negotiated in Davos exclusively are said to translate at above 75%. This pattern continued in 2025, with Maharashtra accounting for almost 80 per cent of the total investment proposals at the WEF, while other states had significantly smaller sums targeted at technology, green energy, and data centres.

Policy Credibility and Targeted Reforms Drive Maharashtra’s WEF Investment Surge

The policy credibility, sector-specific reforms, and ease-of-doing-business policies have enabled Maharashtra to attract substantial foreign investment at the WEF, providing a credible assurance to global investors in the state. According to state officials, one distinguishing factor is the high rate of investment promises in Maharashtra. Over 75 per cent of MoUs agreed upon at past Davos meetings have progressed to implementation, well above the national average. The major investments in urban infrastructure are supported by a conceptual drive to create new growth centres such as Mumbai 3.0 and the Third Mumbai. International collaborations with organisations such as JICA and UC Berkeley back these programmes. Infrastructure status has also been granted to the state's data centres and logistics projects, allowing them to access long-term financing and regulatory flexibility. In 2024, a new logistics policy was implemented, which encourages multimodal hubs and provides specific incentives. The wider industrial and investment policies are being designed to be more successful, with faster approvals, greater policy stability, and robust law-and-order guarantees, which have reinforced investor confidence.

The commitments made by Maharashtra during the WEF Davos on investment records underscore that Maharashtra is becoming the most competitive investment destination in India. With massive infrastructural development initiatives, high rates of MoU conversion, and specific policy changes, the state is an indicator of good implementation capacity and increasing confidence in the direction of the Indian economy on the international stage.
